Supporters argue the current system unfairly lowers hiring costs for foreign labor, effectively putting recent American graduates at a disadvantage. The push comes as federal investigators revealed more than 10,000 foreign students connected to suspected fraudulent employment arrangements, including what officials described as “phantom employees” who allegedly existed only on paper. Republicans backing the bill say the program has expanded beyond proper oversight and distorted the labor market in ways that hurt domestic workers entering their careers.
