Trump Signs Sanctions Bill Targeting Russia’s Energy Trade and War Financing
President Trump signed into law Friday a comprehensive sanctions measure aimed at crippling Russia’s ability to finance its ongoing war in Ukraine, marking one of the most significant legislative actions against Moscow since the conflict began.
The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, named for the late Republican senator who championed the measure until his sudden death in July, grants the president authority to impose tariffs of up to 100 percent on the five largest purchasers of Russian oil and natural gas. The House approved the legislation with bipartisan support earlier this week, following Senate passage in August.
